Tight steering 1980 Johnson 70

I have a 1980 Johnson 70 with tight steering. I believe it is the steering tube (the tube running parallel to the axis of the crankshaft, not the tilt tube that runs perpendicular to this) as it is hard to move the engine even with the steering cable removed. I would think that this is something that is greasable, but I see no zerk fitting on the steering tube . What is the best way to deal with this and loosen up the steering?

Where there is movement there is hope.
Penetrating oil and work it both ways. Wipe clean and repeat. It should get gradually easier each time you repeat the process. When complete keep wiping till all traces of the penetrating oil are gone then apply grease and work it a little more. Should be like brand new again !!!!
The old grease will harden with age and lack of use.

This soluton was perfect. All I did extra was use a compresser to carefully blow off the grease so I could get the penetrating oil in. I also disconnected the steering cable and just pushed the powerhead back and forth. Once I did that, it was simple. Took all day, but was simple.
