Tiller adjustment

I have a 1991 Evinrude 9.5 outboard and the tiller will not adjust to low speed, shift, or stop. It only runs at wot and will not shift into reverse, feels like the linkage is only turning one way and will not go past the start mark, it will not go any further twards shift or stop marks. Is there any adjustment it was fine and starts fine but will not idle down.

the adjustment is on the base of the tiller where it mounts to the motor turn it until the handle adjusts to the stop position and the motor will idle correctly
