Tiller handle rubbing off on my hand

I get black residue on my hand from operating the tiller on my 25 hp motor. It is 10 yrs old and has been sitting under a carpot for a couple of years, and probably in the weather before that.

Is there any way to clean this off so it won't keep rubbing off on my hand?

Rotting rubber........you may be able to sand it down, but replacing it is
probably the only way to solve it for good. Just a guess.
