Tilt and Trim Issues - Hydraulic Resevoir Question

I recently purchased a 1995 130HP Johnson that has tilt and trim. When the motor is raised, it will ever so slowly come down. I used soapy water around the seals to see if there was a leak, and didn't notice anything. I have a picture of the resevoir below. Can anyone tell me if you can take the cap off that the screw is in ?

Yes, that is the fill cap.

The instructions say to lift the motor and engage the tilt support first. Then remove the cap and add fluid to the bottom of the opening. Then replace the cap, disengage the tilt support and cycle the motor down fully then up fully and repeat the complete cycle.

The instructions say that a minimum of five complete cycles is necessary to purge air.

Make sure that the manual release valve recessed on the outside of the transom bracket is torqued to 45-55 in lbs. before beginning the cycles.

Use OMC/BRP Power Tilt & Trim Fluid or GM Dextron II.
