tilt and trim problem help and insights appreciated

I have a later 80s 140 hp evinrude. The motor has sat a while but before installing on my boat i had it tested by a trusted mechanic.. Tom at mazanet marine and good compression etc etc. I hooked up the wires today 1 and a half years later with a fully charged battery and the tilt and trim isn't functioning properly. With the motor up I removed the screw and the unit is full of fluid. When you engage the switch to raise the motor on the gear shift lever up or down you can hear the motor try and work. When you hit the switch to go up with the motor tilted up the motor floats down quickly, once down you try and engage the switch for the motor to go up you can hear the motor trying to work but the motor wont tilt up. With the motor tilted up if you engage the down switch it goes down in a controlled fashion. With the motor tilted up and the lock not engaged the motor will remain tilted up. The trim tabs remain out and aren't moving thoughts...

Does this unit incorporate two relays... OR... one large solenoid?

What is meant, exactly, by your statement?.... "you can hear the motor trying to work".
