tilt and trim wont work while moving

The tilt and trim works for the most part for rising the motor up and down and the trailer. it does leak down when sitting in the up position tho.

this is the weird thing, while on the lake riding around i am not able to trim the motor up at all, but once stooped and put in N it works fine.
what could be the problem?

If 1989-1999 single ram system then you need a rebuild.

If 1989-1994 three ram system with red (atf) fluid then your trim piston is probably in process of splitting and you will need full system rebuild to clear out debris.

If 1974-1994 with tan (oil) fluid then your valve body needs rebuilding to fix bleed down. Unless bleed down is extremely fast then failure to lift is a separate problem. Do as John suggests and check to see if motor spins. If not then check fuse/switch/relay/wiring for loose connection.

IF
1974-1990 with tan fluid
AND motor spins but system doesn't lift
AND your bleed down isn't that fast
AND your boat is freshwater
THEN send off pump for rebuild and DIY the rams while still mounted on boat.

Wow thanks guys for the information. The year of the motor is a 1990 as well as boat.

i had a bad feeling that it wasn't an easy fix...
