Tilt Assist adjustment?

2000 Mercury 40hp, 4-Stroke Bigfoot has a tilt assist... The tilt option is not that helpful in tilting and takes considerable effort to tilt it up. I looked at the manual, but I didn't see where I could service it (increase the pressure/how to adjust that). Can anyone offer incite on this? Is it simply the level of the oil? O-rings shot?
