Tilt down problems !!

I have a 1998 Mercury 150 HP Offshore and had my first trouble tilting down the motor right before launching the boat. The motor was up and held by the bracket while traveling. It didn't want to come down. It finally did after playing with it for a while. It will tilt up fine. There was no hydraulic pump noise either when tried to tilt down.

a manual for this motor will pay for itself. There is an up and down solenoid on back of engine. Check for power at each with someone actuating the switch. Also check for corrosion on the solenoid connections.
