tilt lock on eninrude 40 hp 1991

I have what seems to be a tilt lock lever on a 1991 40 hp evinrude and I can not seem to get it to function or if it ever was a functional device how does this lever work??
I have the tilt trim motor and pump on this boat the wiper seal is leaking and I need to be able to lock the motor up but it just does not seem right, was this maybe placed on all motors but on some were not needed??

If its similiar to my 89 u will probably need to loosen it before it moves freely. Its basically stuck there so that it doesn't accidentally engage at the wrong time.

If it goes unused for years it will cease up. I had to take mine apart ,clean it and re-lube it. You will have to do the same. Mine is a 1995 - 40 HP. Best of luck. Rick.

the lever moves freely just does not seem to have any connecting mechinism

The starboard side has a image of a motor in the down and up position I have worked with this lever and it seems to do nothing. I need to lock the motor up so I can repair the tilt trim unit as it is leaking from the wiper seal I messed the little decal up by placing a 2x4 between the motor and bracket. I am just concerned that the 2x4 might slip and drop the motor. Any suggestions.

I'm going by memory here. Your first picture is the lever you move by hand. That turns a shaft to which the rubber tipped bracket in your second picture is connected to. The bracket in the second picture lays flat on the flat part of the transom bracket (just below it in the picture) and it holds the leg in the up position. THe decal is for a tilt assist lever which I don't think you would have (or it would be in your starboard picture) given you have power tilt and trim. Hope this makes sense. Rick.

Yup that lever flips down flat, then you lower the outboard onto it. My 40hp and most other outboards have the same thing.
