tilt motor 1994 90hp

I had an electrical problem with the tilt motor not working properly but it works now, loose connection.
The motor is working but the engine will not tilt up or down. I can hear the trim motor but not moving the engine.
should I take the trim motor off and see if I can get fluid to move?

fill the reservoir. with help, holding up button tilt motor all the way up, lock it there, fill reservoir, replace cap, lower the motor, repeat, repeat, repeat.

will do...i guess its cavitating? the motor is all the way up and at this moment ive got the cap off. just need to find a third hand. thanks.
