Tilt Motor Trouble Merc

I have a 1993 60 hp Merc with a tilt motor that only runs if I hot wire it to the battery. I tested the wires going to the motor and there is current however not enough to power the motor. I cleaned the grounds, changed the solinoid which does click and have had no luck. The motor is two years old and seems to run fine when wired to the battery. Can it be the switch on the engine? Any suggestions?

Looks like some of those motors had 2 relays. One for up and one for down. Did you change the correct one if you have 2?

Thanks! That would make sense! Where would the second one be located? I changed the large one that clicks pretty well and is located on back of motor by the spark plugs. However, there is a smaller relay neaby that doesn't make any noise and it came with the tilt motor. I am also not sure what to call the second relay when I go to buy one. The one I bought they called it a tilt motor relay and they didn't mention a second.
