Tilt not coming down sometimes !!!

I have a 1998 Mercury 150 HP Offshore and the motor got stock on the up position. I finally got it to come down after playing with the switch up and down. It will go up but it will not come down sometimes. The hydraulic pump is only working when lifting the motor. The pump does not make any noise when trying to lower the motor.

Check the connections especially at the relays, it is common for them to become corroded.
