Tilt/Trim Bleeding

Just purchased a cheap boat to repair over the summer during and I am having issues with the tilt and trim.
I have some experience working on cars (timing belts and such) and repairing ATVs.

Boat is a 16ft fiberglass Peterborough Fiesta with a 1980s Mercury 90hp (Inline 6, 2 Stroke).
I took the carburators out yesterday and cleaned everything and got the engine going. (Wouldn't start when bought).

Here are some pictures of the boat and hydraulics I am trying to figure out. (was 500$ with trailer)
Pump appears to be working. Tried filling it with 10w30 (as recommended on it) and still got no action at the back .

Couple of questions,
Is the pump running when you hit the switch. You should here the tilt/trim pump going.
make sure you have the correct fluid. I'm not sure and I maybe wrong..but with all the outboard I have delt with, I never seen a tilt and trim take 10w30 oil. I have see them take transmission or tilt and trim fluid.
once you have the correct fluid, what I do is start raising and lowing the motor all the way up and all the way down about 5 times to start. Open, the full screw just enough to release any air in the system. When you are starting off the motor may not move right away, because fluid has to get into the pump. Do it 5 times twice, then I do 10 times twice releasing the the air each time. You may have to do more if there is a lot of air in the system...BUT DOUBLE CHECK THE FLUID YOU ARE USING. THAT MAY BE YOUR PROBLEM. LIKE I SAID,I MAY BE WRONG, BUT I NEVER SEEN 10W30 OIL GO INTO A TILT/TRIM PUMP.

I just did this on my 83 last night. If you can't get it to move with just the motor, have someone force the trim up on the motor while you have the pump going. After lifting and laying it down a bunch of times it started taking fluid and began to raise\lower on its own.

It says right on the pump to use either 10w30 or 10w40. Will give it a go today again and see how it goes.

Can't argue with that but considering how many cylinders have been designed and used in a automotive, farm and marine environment, moving away from light weight oils in the 20 viscosity or less is surely different.
