Tilt trim for 70 hp 1989 Mercury is dead .. get it rebuilt or replace it?

The unit was dead ... no pump motor movement when applying power directly to leads, and the pressure releif valve was broken off flush to the case, so I was not able to move the engine up at all. I followed the procedures from the manual to loosen the mount and then remove the whole unit.
Reading through all the posts, I know that rebuilding this unit is above my skill and patience level. How much does it cost to get a unit like this rebuilt and who do I send it to?
If rebuilding is not a good option, is there a place to find a decent used unit ? I have seen postings online for $500 and more, and I really do not want to spend that much on the unit.

To rebuild would be the same or more with shop mechanic.I rebuilt 2 of these units for around $80 each in kits.2 separate kits for this unit,one for main ram only and one for the rest of unit.
I see the fill tube has snapped off.Pressure valve is on right side(starboard) are you saying that also snapped off?
You might be able to replace fill tube....ill have a look.
Does motor spin with power or dead?
