tilt trim not working

I just installed a new pump on my tilt trim and can not get it to work. I filled it with power trim oil and tried to get the air out but for some reason I can not get it to work properly. Any suggestions.

what do you mean not work properly? this does not tell us much. what motor year, hp, model#?
