Tilt/Trim Troble

I have replaced the tilt motor on my 70 hp Johnson and replaced both Relays. I still cant get the motor to move unless I put the 2 wires straight to the battery. If I press the up or down button on the control box I get 12.87 volts between both leads. I have checked all wires. None burnt or cut. Was working one day the next day nothing. Any ideas?

Push the up button and check voltage at blu/wht wire on relay post #86. Do same with down button and other relay grn/wht wire. If both voltage check out then you have good control and the only thing left is bad ground. well, almost only thing. I remember reading that some engines have intermittent problems caused by a loose wire at trim limit switch ... but I can't remember if it was Evinrude or Mercury .... hmm ... does you boat have trim limit switch? maybe check that too if you have one.
