Timing question 1996 mercury 200 Efi

Brief background, I took used boat that I had bought to the ONLY “mechanic “ I could find within 3hrs of me to work on an engine that old. I am a decent mechanic from the old school ( building old hot rods and doing all my general repairs) but I don’t have any 2 stroke experience and I really have NO time so I wanted a pro to go thru this engine and I told him to check EVERYTHING and make it the best it could be. Without going into details, I first got it back and found out he didn’t hook up,the lower unit right when he changed water pump and seals because it had no forward or reverse so I fixed that. Then I took to the lake and I couldn’t get it above 2500 rpms trying to come out of the hole and not over 5000 wot. So I start wondering what he did because it didn’t have these issues before. I start pulling off intake and fuel rails and js inspecting and I find loose bolts, and I mean loose like head sticking 1/4” out off the surface. Missing gaskets and O rings...anyway I fix all that. Then I notice a bolt on the throttle arm not tightened down ( set nut) so I snugged it down. Now Boat won’t go over 1800 rpms in gear on the lake but it will rev fine out of gear and idles a little rough so after getting Seloc manual and realizing it was a timing screw I figure I have timing issue. I start the setup/ sync procedure and easily set tdc with dial indicator ( my pointer was spot on) but when I roll back to .462 on dial indicator my pointer is only like around 8, .462 is not even in the window. Before I scre something up, I wanted to get some insight from some of the pros on here as to how they would proceed. Thanks in advance
