timing question (Joe Reeves WOT method)

I've adjusted throttle linkage and timing cam roller etc. per my factory manual (1990 Johnson 200). Since I don't have access to a test prop I'm going to use Joe Reeves method from the top secret files for setting timing - looks simple enough.

One question - after I get WOT timing set I just set idle timing to whatever is needed for proper idle speed, correct?
