timing screw all the way in,to get 20 degrees.y so far?

hello.
why is it that for my 1975,135 bubbleback,rude to get the 20 degrees w.o.t. at 4500 r.p.m,s.i have to turn my full advance timing screw all the way in,but in every pic i have ever seen on other engines their screw is like half out.i have tdc set with a dial readout gauge,i have all new cdi electrical parts.

How are you checking timing? Did this just start with the installation of the CDI parts?

i took a old 75 135 for $300,and one for parts, put in $1.500 and rebuilt from ground up sand blast new paint everything, all new rapair parts,machine shop,
used my dial indicator for tdc.sync and link,checked throt plates,run ontrailer in water at around 4 000 r.pm.
and check w/ time light. ,runs as smooth as can be at idle and in gear but the timer screw is all the way in with a few threads to spare.!my time base arm is like a where the case splits evryone else is like an inch more forward,but i got my 20 degrees, im just wondering why no one else is..hmm.still waiting for rapair to write me back to see if they made the base exact specs as omc.i just read in the maual that if the timing is out beyond 4 dgrees you can remove the spark control rod to another hole .i dont even have that option with a oem or a cdi timer base.its not on the 3 oem timer bases i have either
