Tohatsu 9.9 4 stroke no power when engaging out drive

First of all the engine ran fine until the rubber water pump propeller was replaced. (by a repair facility) After the propeller was replaced the engine would not idle. I removed the carb and did the point and spray to try to clean out all passages. Put the carb back together and it did idle, but when I put it in the water it would not perform under the load of engaging the outdrive. Removed carb again to see if we missed something but after spraying all passages out again there was no difference in engine performance. The fuel filter is ok, spark plugs have 2 hours on them at the most and the oil level might be a little low but is not overfilled at all.

I should add after the propeller was install the engine would not idle but would run under the load of the out drive and move the boat well but didn't seem to be as well as it was before the propeller replacement. Any suggestions would be great because I am running out of ideas

one more question what is the purpose of the electric solenoid on top of the carb

If you have replaced the water pump propeller, you have replaced the WP "impeller". When you say engine would not idle, you are having engine shut down, drop dead engine at idle ? is so, probably need a slight CW idle screw adjustmet to higher minimum revs. The electric solenoid could be a electric choke ? 4 strokes are not my speciality. How do you know the repair facility has not put their hands on carb ?

There is no basis in fact to suspect that replacing the wp impeller would affect the idle. However, if the motor was taken out of service last fall, without proper fuel system winterizing, and the impeller was changed just before putting the motor back in service this season, the two occurrences could be coincidental.

That is about as effective as using a magic wand on the motor. If you suspect that the carb needs to be cleaned (and I feel that it probably does), the only correct way to do the job is to completely disassemble the carb -- all the way down to removing the jets and emulsion tube -- and then do a proper 4-hour soak in real carb dip such as Tyme, followed by blowing out all the passages with compressed air (OK) or carb spray (preferred), and then a careful reassembly/adjustment of the carb. Anything less will probably not be fully effective.

The motor was ran last season after the impeller was installed and it was running pretty good before the installation. I don't see the connection of the two unless some debris got loose in the carb and clogged a passage. But after spraying out the passages (what I could see)the motor would idle at that point but had no power under load and it did have power under a load last season after the impeller was installed.

Poof! All outboards are now fixed:)

Paul is almost certainly correct. El cleano the carbo and try it again. The switch on the top of the carb was an auto choke. Basically it chokes the engine until the little rod inside withdraws after a few seconds of current hitting hit.
