Tohatsu M90A 3B7 RPM Problem

Have just got a new 16 ft alloy boat with a tohatsu engine,Ive never owned one of these engines as always had johnson and yamahas.
My problem is took the boat out on water and can not get any higher than just over 4000 RPM full throttle.Ive read they should be 5000-5500 RPM at full throttle,Any ideas on what could be causing it not to get any higher RPM???

Lots of possibles, Sid.

If the linkage and synchronization adjustments are spot on I would investigate the prop.
