Tohatsu rpm too low

I have problems with rpm on my 70 hp Tohatsu.

Idle speed is around 750 rpm. should be 900
When I clutch in it goes below 500 rpm should be 750
and at full throttle I can only reach 4800 rpm should be 5200-5700

I have just replaced the spark plugs. There is new fuel on the tank. Fuel strainers are clean. The motor is 3 years old and has around 100 hours.

Is this a TLDI? You may be in warranty. Check with your local dealer.
