Too much fuel? 80hp 2stroke no start.

See video... im getting too much fuel.. the gas backflows out of the carb after start attempt. Plugs were wet too. I've been adjusting the floats but just can't seem to get it right.. I can get it to fire sometimes but it floods out right away.. how do I decrease the fuel amount? The carbs are pretty mint so I dont think it's a port problem. I put in new floats and needles and tried.my best to set it as the guide showed but Im not sure if they have to be slightly adjusted up or down now?

I do not believe you have fuel related problems.-----Look for other problems.----Do you have spark that will jump a gap of 3/8" on all leads ?----What does a compression test show ?

also check the timing / link & sync carburetors (primary/secondary pick-up if applicable)
