when i cover my 91 15hp with the hood it runs rich and wets the plugs.<br /><br />Any suggestions ?

Check the air intake on the hood to see if some mud daubers or other critters have taken up residence in there. Otherwise you have a leaking engine base gasket. The leaking fumes get drawn into the intake and thus upsets the mixture.
