Trying to put my lower unit back on. 2 bolts can't get TW on. My guess is to go by feel with an open end wrench. Give it a good pull and when it's fighting you it's there.

IF you are good, get the feel from a properly torqued bolt. Then match that feel on the others.

There are several places on various motors where the TW just will not work.

Agree with above. It has worked for me. Rick.

You dont say why you cannot get the TW on. Not space for the socket presumably.

I find that a 3/8" drive socket set is often a help as the sockets are not so heavy. Great when I can borrow a 3/8" TW but ususally get by witha 1/2" to 3/8" adapter.

Prefer to always use a ring spanner or socket to an open ender!

But would probably not bother with TW for the gearcase retaining bolts anyway.
