Toth Marine (TML-9) w/25 hp won't plane

I have a Toth Marine boat (TML-9) w/25 hp Mercury 2 stroke running a 10.25 diam x 14.5 - 3 bladed prop. The boat won't plane. It's a dog. From the videos I've seen, this should fly. This thing is maybe doing 10 mph. Thoughts on making it go....

Is it trying to get up on the step or is the bow just plowing water?

It's just plowing water. Nose up. I tired having someone sit on the bow and didn't help. Engine is on the last pin against the transom.

Do you know that your engine is putting out 25 ponies? Is your bottom clean?

Put a whale tale on the engine.worked great now. Got it up to 23 mph in a choppy day.

Glad you got her fixed. You are there and we are where we are. Just second guessing on a few words fed to us. Some times we are good at guessing and other times not. Looks like you made it on your own. Nice.
