Towing a boat with no Tie Downs

I followed this guy for a bit but I had to get away from him. No tie downs on his boat. He never slowed down at train tracks or pot holes. The motor and boat pounding up and down. It was breaking my heart. Some peoples kids....:facepalm::facepalm:

What the... are those thing's on the sides of his boat? They look like torpedos. That must be one ugly boat, maybe the guy wanted it to fall off just to get rid of the thing.
