The reason you are felling the trailer swaying is the roof design of the truck. I bet that you can tell when someone is tail gating you on the highway (no trailer) as it makes the truck fell loose on the rear end. They make items that can reduce the felling but after a while you get use to the way it handles.

Fwiw, manufactures can and many times are mistaken on the package(boat, motor, trailer) weights. Suntracker told me my 22 ft regency, trailer, motor would weigh around 3200 lbs. I took it to a certified truck scale and it weighed 4460 lbs EMPTY, DRY !

Also, your manufacture is irresponsibly full of crap saying your tongue weight should be 5-7%. A minimium of 10% to a maximum of 15% is your goal.

Weight the total boat package. Weigh the tongue weight....you may have to place a board across the scale's surface so all the weight isn't focused on one point.

I can take my truck and trailer down to the city dump and get it weighed. Some truck stops can weigh them, too.

Then drop the boat and go back the scales to get exact boat and trailer weight.

Move the winch tower slightly forward on the trailer if possible. Then crank the boat forward to increase tongue weight to 10% to 12% of the boat and trailer's weight. It's also better to have the trailer frame elevated (on the front) slightly, rather than running with the hitch ball "downhill."

You may have a balance issue more than a tow vehicle problem.

Hi people, new guy here.
One of the things to check is the air pressure in the tires of your tow vehicle. Sidewall flex will give you that swaying feeling.
You shouldn't need it but you could add a trailer sway bar that goes from the trailer to your receiver hitch.
