Tracker 9.9 4-Stroke Will Not Start (apparent electrical issue)

Hello! I recently have been working on my 1999 Bass Tracker that has been sitting for 5-6 years. After replacing the fuel lines, ignition coil, spark plugs, filters I was able to get the boat running and out in the water roughly 10 minutes after getting out on the water the boat cut off but started back up and we were on our way. We anchored and fished for about 30 minutes and when we tried to start the boat it would run for a second and cut out. We figure out if we held the key turned to 'start' it would run but after a few minutes of trying to get back like that the boat shut off and wouldn't start again. The carb has been cleaned a few times and the old gas was drained from the tank. The spark plugs are fairly new but don't appear to be sparking. It would turn over but wouldn't start, however recently it started making this weird noise that can be seen in the attached video. After a quick google search I read it could be a condenser? Any help is greatly appreciated!

What motor and model # and serial # of it ?----Charge battery.----Load test the battery.-----I do not believe you will find condensers on a 1999 model motor.----

Check battery connection and battery condition..Also replace fuel line as likely the liner has came apart over the years setting blocking fuel system
