Try hooking back to one of your other tow rigs to see if it still happens. It might be a wheel bearing going bad if it is the trailer. Or it could be a shock like mentioned in another comment.

Another thing I noticed is that there is about 1/2" of space from hull to the first roller on trailer. The boat sits on other two well, but shouldn't it be sitting on the first roller as well?

Update to the trailer porpoising situation.

I think with these combinations it worked out well except for over bumps. I checked tire pressure first and found out I need some air. Then I loaded the front of boat with more weight. These seemed to help with the highway porpoising, but not the in town bumpity bump bump. So I will be looking at shocks soon.
