transom clamps

Just looking at the design for transom clamps to use when sticking in a new transom, from WOG i believe. I see how the 2x4 will be drawn in tight on top by the threaded rod but what hauls it in tight on the bottom? One threaded rod on top don't seem like it would put much pressure on the bottom, or am i missing something?

Thanks, those are the clamps i was talking about. I guess the top bolt screws out to spread the top apart which will force the bottom of the transom together?
