transom exhaust bellows

I have a 1986 140h/p mercruiser with the alpha one outdrive. The exhaust bellow has a tear in it. It seems like the engine is not performing like it should. Also, im not sure but could water enter inside the boat through the exhaust bellow. The exhaust bellow is the only boot that is torn.

You won't have any preformance problems from a torn exhaust bellows. It could be completely missing and you probably wouldn't notice. No, it won't let water into your boat.
