transom help

I just restored a 21ft 1990 crest pontoon it has a manual transom looks like a box with a 3ft hadle comeing off of it to raise and lower it problem is it has five adjustments and the first two holes the bottom of the wood the motor is on is out of the water like it should be if i try to adjust it deaper in the water the mount is now submerged and acts like a blow and water goes over the tgoons and the motor stars to cavitated is there a reason for this manual transom it dosent even lift the motor out of the water in the full up position any feed back would be great.

Kinda tough to understand your question. A picture and a little more explanation of the problem will solicit lots of replies I am sure.

here is a picture of the transom the part the motor is atached to is what submerged in the water a plowing when dropped below 2 holes
