Transom hieght and keel question

I have an 70's 14' sea king. my question is when setting up outboard hieght,do you measure from the top of transom to bottom of keel? the keel on this boat runs to the back of bow. If I measure to bottom of transom it is 15" and if I measure to bottom of keel it is 17". So do I use the 15" or 17 " to set the motor hieght?

i'd use 15, the keel is like an anti skid strip in the water.
