transom motor will not work

I am new to boating

re:96' inboard 3.0 mercruiser

for some reason the transom does not want to go up or down until the motor has been turned on, is this normal?

All i hear is clicking sound when I push the downward button. I have cleaned the battery terminals and topped up the fluid.

It is run buy hydraulics that get power from the motor.
It's not an electrical motor that lifts.

P.S.
Kind of like a tractor. The hydraulic rams doing the pushing and pulling.

Sorry, but it is not like that at all, there is no hydraulic pump on the engine that operates the trim.

There is however an electric trim tilt motor that runs the hydraulic pump. It's obviously hooked up incorrectly. The manual says to hook it directly to the battery, but the best method is to hook the positive wire to the large terminal on the starter so the power can be turned off with the battery switch.
Or the red/purple wire is hooked up to the ignition switch at the helm for some reason instead of from the trim pump. Look at the wiring diagram on page 1C-16 in the link below.
