Transom on 98 Nitro 700lx bass boat

I noticed a day ago that the transom has a plastic "cover" over it as wide as the transom. It is held in by 2 screws and the outboard plate. One side has gotten brittle and broken off, leaving exposure to get between the fiberglass possibly down to the wood.

Can I silicone this exposed area, or would filling it with epoxy or something be a better fix?

If you remove the plastic cover you'll see the joint between the hull and the cap. Fill as much of it in as you can with epoxy then replace the plastic strip.

I'll probably end up snapping the whole thing off, but that will be my next step. To fill and recover with a different plastic piece!
