Transom Plate, is this normal - pic attached

Hi,

Looking at this Four Winns 200 Horizon with a newer (2003) Johnson 150. The boat/motor look good, however this plate was installed on the transom and it is making me wonder about if its there to cover a problem or is this fairly common when putting on a new motor?

I'd be immediately suspicious of that, it's not sealed anywhere and likely to be covering up problems.
