If you're looking for reinforcement as to the condition of the transom, take another look at the bolts and washers on the inside. The washers have sunk into the transom because of the weak inner core. It's one of the indicators that something is not quite right.
From the pictures, it doesn't seem like an extraordinarily difficult project if you remove the transom from the inside. The roughest part will be remembering to take several Advil before you start every day because your back will be hurting from bending over to get into that small space!
