Transom repair

I have a small (14') fiberglass outboard boat. The transom is completely rotted and the inside coating on the wood (not really fiberglass but similar) is falling apart. Should I get inside the boat and scrape all the old wood out and work from in there (a real pain) or should I cut the transom off the back of the boat, repair it, then fiberglass it back on (which will also require paint)?

Should I use marine grade plywood or will exterior grade coated with epoxy/fiberglass be OK?

If you can handle it from the inside you will have much less cosmetic work and maintain the waterproofing.

Exterior plywood coated will work.
