Trhu Hull flapper question

I have thru hull exhaust with the rubber flappers on the outside of the exhaust tips,which seem to be in perfect condition and doing their job.

There is also flappers inside the exhaust tip.One side seems to be burnt/not all there.

My question is should both of these flappers be there or does putting them on the outside take care of it? Any help greatly appreciated!

Just on a personal note I'd like to have both of them installed. Pretty cheap investment to keep water out of the motor. My $.02

One is a backup for the other.If you want to be fersure/fersure fix it. Jerry
