Hey wait a minute Ringo, don't get discouraged. My Grand Pa took us all over Mount Hope Bay with a 35 Evinrude! Yes we bounced around, thats part of boating. Years later I still get bounced all around, the boat this time? - A 21' SeaFox with 135 Johnson Ocean Pro, heavy rascal with trim tabs, the whole sha-bang. Bigger boat with more HP - more gas consumtion, The Seafox holds 113 gallons of gas, I need to take out a loan just to fill her up! And I still had to slow down when it got rough. Any boat is going to take a tremendous pounding on open water. Make sure all safety devices are present and working, always check your weather reports prior to going out, make sure all maintenance is done on your engine and essential operating systems, don't over load (passengers, gear, etc), let someone know where you're going, keep life jackets handy. You can enjoy boating with 40HP, it all depends on how much money you want to put into it! If you get passed by a center console with twin 200's you might want to spend more money.
