Trim and Tilt problem

I have a '96 Johnson 88 hp and was working on the water pump on the lower unit, I noticed the trim and tilt did not respond neither up nor down, I kept pressing the up botton and it worked just briefly enough to raise the motor, now I wanted to lower the motor and I just heard the relays "clicking" but nothing happened. I switched both relays and the same, it did not work. Is there a way to find out what is going on with this? I thought I just had the water pump issue but now the t n t is giving me problems. The boat has been sitting for 2 years and I don't considered the motor has been used a lot in order to fail!
Please help, I want to use my boat this year before it gets coooold!

Put 12v directly to the pump motor.
If it works its ok.
if it doesn't respoind...its not good.
