Trim Cylinder Wipe Seals? Should they be this loose?

I am rebuilding my trim cylinders and the Wipe Seals seem too small. 1st time doing this service and I can't help but feel they should fit snug around the outer diameter of the cylinder.
I know the inner metal ring expands, but it is also very tight around the cylinder shaft. I did not want to press it through it was so tight.
Yes, this is a generic kit. Also look at the one side of the seal it seems deteriorated already can't be good right?

Sorry, premature posting. The kit is fine, never-mind the post. This is normal. The 3rd photo shows some extra rubber that was not pulled out and it was just left over from the manufacturing process. It peeled right out.
JOB DONE.
