Trim Down, But not up... Grrrrr!

Merc. Side Mount Controls, 8-pin harness, going to 1994 Merc. 115hp, 4-cyl... Any assistance on what wires I'm connecting? I have the Large Blue and the Large Green and connected and all the like striped wires the same... Can't seem to see what is wrong. Any direction on where I should look?

Ayuh,.... Green(grass) is down,... The Blue sky is up,.... red is power,.....

Yer description is lean, Are ya at the pump, or controller,..??
