Trim Motor And Pump

i HAVE A 1987 MERC 115 OUTBOARD. THE TRIM NEEDS TO BE TAPED IN ORDER FOR IT TO KICK IN. I OPENED IT UP AND FOUND HYDRAULIC FLUID IN THE TRIM MOTOR IT OBVIOUSLY GOT IN FROM THE PUMP WHICH IS ATTACHED AT THE BOTTOM OF THE MOTOR. THIS IS THE OLD SQUARE STYLE MOTOR. I dont believe fluid should get in motor so my question is. Shoulkd fluid get in to motor and if not does this mean the pump is bad.

Some one many have over filled the pump and it was forced by the shaft seal, there is a good possibility that cleaning the motor will fix the problem.
