GENERALLY: Trimming in or down will increase acceleration and "hole shot". You do this to pull a skier out of the water quickly. However, once on plane this puts the boat in a bow down attitude and since more hull is in contact with the water, top speed is reduced.
SO: If you trim out or up while at full speed, yes, speed will increase. You trim out until the prop starts to gurgle or cavitate and the engine picks up speed while boat speed either stays the same or goes down. You then trim in until cavitation stops. This is the optimal position for your hull-engine-prop-and load combination.
You can start the boat with the engine in this position, but it will take longer to get on plane and, depending on load and horsepower, it may not get on plane at all.
