Since you had two theads going not sure if you responded to this question..were you measuring the sender with the wires coming from it not connected to anything?
If that was how you were measuring it, the sender is bad. Those commonly go bad in the same way yours is. I have had one go bad the same way as well.
Personally, the next time mine goes out, I will not be replacing it.
