My 1991 22cc mako has what looks like built in trim tabs. Motor and controls on the console. Motor doesn't work and tabs look like they haven't moved in ages.(barnacles etc). Does anyone know if these are factory or add ons? I don't see why they are needed with a 250 on the boat??

They are probably factory (Mako) installed yet I'm pretty sure they were manufactured by Bennett.

Only trim tabs can help you balance a load side to side. Also, helpful in different types of sea conditions even at slow speeds when your engine trim is inefective.

I agree with DJ that these are probably Bennet tabs. They could be either factory or ,more likely consumer installed.Even though they may look beaten up,you need to find out if they are working. If you can put the boat on the trailer ,work the buttons or toggle and watch.Parts for this system are readily available if you find a failure. This system can really help stabilize a ride but can be a little tedious to learn to use.If you don't have the toggle I would suggest you look into it.
