Trim/Tilt motor problem.

I am helping a friend diagnose his yammie outboard. It is an EFI 6 cyl. The trim/tilt has stopped working. It started yesterday with an intermittent problem, now it is completely inoperative. I disconnected all of the wiring to the motor, as actuating the switch sent voltage to both the green and the blue wires. I checked the ohms between the wires and found them to be shorted together, however they were NOT shorted to ground. Is this a problem with the winding?

See if you can briefly touch leads only from lift motor to another full charge battery,check the ground for the lift motor for corrosion.

remove the 10Ga blue and green leads from the solinoid. touch the blue lead to a know good 12V positive terminal and the green to a known good ground, it should go up, reverse the leads and it should go down, if it does not the motor is dead. an Ohms reading across the leads is rater usless as it SHORTED. its called brushes.
