Given that your hull is not a 1 piece system, proper inflation is especially important to avoid the hull distorting and introducing a lot of air under the boat - check it with a gauge.
Putting the lower unit deeper into the water can help, but then you fight the devil of splash-back over the transom - as you've discovered.
Cupped props simply work much better in an aerated environment - and yes, I have setup a ton of boats.
iboats has lots of prop options for your Tohatsu as cheap a $78 delivered for a Solas. Please double-check that they cup the 40hp Tohatsu versions. Turning point is good and a 4 blade would have even more holding power and other positive characteristics.
